    The HSE has introduced a voluntary Health Referral Scheme allowing gardaí to refer first-time drug possession offenders to health services instead of issuing criminal convictions. This initiative, starting September 1, aims to provide a health-led response, utilizing a model called SAOR for screening and brief interventions. Cooperation is voluntary, and resources are being allocated for practitioners.
